It’s a drizzler blouson made from lustrous gabardine.
A drizzler is a lightweight sports jacket introduced in the 1940s for light rain and mist, and is a type of Harrington jacket.

Originally designed for golf, it proved useful for fishing, watching sports, and a range of outdoor activities.
